Adviser on Finance-Post Budget briefing

QUETTA June 18 (PPI): Federal resources were gradually decreasing from financial year 2014-15while our 96 percent dependence is on federal recoveries and the province has only 4 per cent share. These are problems which were creating negative impacts on development expenditures.
This was stated by Adviser on Finance Khalid Langav at post budget briefing here Thursday.
He said matters relating to federal income would be raised at the 9 th NFC. But concrete measures are needed to increase provincial resources.
He said Balochistan Revenue Authority would be established to increase collection for Balochistan. He said under presidential order of 7 th NFC Balochistan has been given a special regard not to minimize provincial funds. Under this if FBR targets are minimum Balochistan would get its full share. Definitely we would have this facility during 2015-16.
ADviser said that Health, Education and law and order has been given priority. He aid health and education condition in the province is very bad. However our ministers were working day and night to remove short comings.
He said law and order situation is not that now which was in 2012. We are living in conflict Zone. We would make good planning so that situations improve.
Answering a question he said no MPA has been allocated any fund. However we have sought proposals from MPAs and departments.
He said no new tax has been imposed during 2015-16.
Khalid Langav said gas has decreased in or system so royalty on gas has also decreased. He said PPL agreement has ended in May. We would hold talks with PPL on new terms and conditions.
He said we have taken up transfer of Saindak project with federal government. He said federal government and MCC are partners of 50/50. He said there are four ore bodies in Saindak. Now China was working on East Ore body.
About Reko Diq he said it is in the court. Chief Minister Dr Malik Baloch is of the view from day one he would defend every inch of the province.
He said we should appreciate NTS. Despite the fact we are under heavy pressure we are working for transparency and we believe in merit. It is our endeavour appointments are made on merit and bring transparency in departments.
He said we are fully cognizant of people?s problems in view of unemployment. He aid our non development budget is only 54 billion Rupees. If we make more appointments our non development budget would increase whereas we desire law and order situation improves in the province.
